Head of the Security Unit at the IAEA Department of Transport

Stephen joined the nuclear industry in 1980, working on the design and development of a new BWR spent fuel barrel project, PDSR build and was responsible for submission for project approval by the competent authority and European validations. Subsequently responsible for package design safety cases and package design approval submissions for a fleet of PWR and BWR spent fuel vats operated in Europe to supply spent fuel to reprocessing plants in France and the UK.

Stephen joined the UK Competent Authority in 2004 where he developed the compliance inspection program for non-nuclear operators. He was a member of the UK government's waste and decommissioning strategy groups and represented the country at many international meetings. During this time, he served for two terms as President of the European Association of Competent Authorities (Competent Authorities on Transport Safety), which was formed in 2008 with the accession of 23 European countries. Stephen joined the IAEA in 2013 and is currently the Department Head of the Transport Safety Unit and the Scientific Secretary of the Transport Safety Standards Committee (TRANSSC). His unit is responsible for managing the IAEA's SSR-6 Transport Regulations, associated IAEA Guidance Documents, and Transport Safety Capacity Building for Regulators in IAEA Member States.
